There are 51 universities in Azerbaijan, 36 run by the state and 15 private. Currently there over 100,000 undergraduate and graduate students studying at universities there. Universities employ over 11,000 instructors. Azerbaijani culture’s respect for learning has led the country to be a center of learning for the Muslim people. As a result, a reasonably large percentage of Azerbaijanis have obtained some sort of higher education, typically in scientific or technical subjects, often oil industry technologies.

Language Requirements

Because the majority of international students who want to study in Azerbaijan are not fluent in both Azeri and Russian languages (the main languages used at university), students are admitted to the relevant school only after submitting a document certifying their completion of language preparation courses preparing them for study.
At the end of their language preparation study, students take exams resulting on successful completion in a certificate. From that point on, students can study at the university level either on a fee-paid basis or at state expense in accordance with notifying the Ministry of Education.

Immigration Card

International students are issued with an immigration card. The student should prepare the following documents and submit them to their university.
Thereafter, the university will assist with obtaining the student’s temporary residence permit:
1.) Two passport-sized photographs.
2.) Medical certificate.
3.) Copy of passport.
4.) Completed application form.
5.) Rent or tenancy agreement, which must be notarized.
6.) Written application of the landlord (who rents out property to an international student) to the State Migration Service.
7.) Notarized copy of the ID card or passport of the landlord who is renting accommodation to the student.

What Is the Law System in Azerbaijan?

Azerbaijan was a long-held component of the Soviet Union until 1991. After that time, it broke away and established a civil law legal system. Nevertheless, its history has left the country’s legal system very much affected by socialist law. The Criminal Code of Azerbaijan provides the foundation of law within the country. It is important to know that the court system does not rely extensively on case law or on previous rulings in the court system. The Constitutional Court of Azerbaijan is the head court and its laws are held as countrywide.

What is a Law Degree in Azerbaijan?
Students who wish to learn and obtain their legal degree in the country to work as “advocates” will need to obtain a Masters degree in law. This takes an additional three years beyond the study required to obtain a bachelor’s degree. Students will also need to work as a legal adviser in the University department of law and pass the Qualification Committee of the Collegium in order to work in this field.

Law Higher Education in Azerbaijan

There are several schools of higher education in Azerbaijan that provide law education. International students can apply to these schools with proof of their current education level. Applications to law schools are commonly accepted on a limited basis from international students. Nevertheless, those who obtain a law degree here can work as advocates in the country at all levels of court.
